I am currently in Korea and need to get a criminal check from WA state. I think I just need to use this website: https://watch.wsp.wa.gov/
and head to the embassy for an afadavit. It seems too easy to be true. Has anyone else done this? Thanks. |

I got one from WA state last October. Actually, I had a friend do it because I didn't have a debit/credit card at the time that I could use for a non-Korean purchase.
But the idea is simple. You go on to that website, use your plastic to pay them ten dollars, give your full name and birthdate. They give you back a CRC report. You can print that out and take it down to the embassy for the affadavit swearing that you haven't altered the report in any way. I didn't do the embassy part back then because it wasn't required last October.
My Koreans asked me when they would get the "official" version with the ribbons and bows and such. I told them that was the "official" version but if they wanted to confirm it themselves they could go online at that site, pay $10, give them my name and birthdate and get a CRC directlly from the source.

Not long. But I did write to my friend (with the debit card that worked outside of Korea) after a few days to gently remind her of the task. She said their web site had been down a few days and that slowed her down. With WA state anyone can check up on anyone else as long as they have the person's full name and birthdate. |

I just did mine for Washington State. It's true, you just go to the State Patrol website, create a WATCH account, pay $10, and bam, there's your official copy. To notarize it, you have two options: you can mail it in or you can fax it in to the State Patrol, and they mail it back to you. Then you send it to the Washington Secretary of State to be apostilled. I got the online one, but just to be sure, I also mailed in my background check for which I had printed out the request forms from the internet. I sent it to the State Patrol to be notarized, and I got it back in almost exactly a week. Easy as pie.
And here's an interesting tidbit for those of you with DUIs and such that were reduced to lesser charges: for Americans, background checks done by private citizens on private citizens DO NOT show arrests; they only show convictions. Last week I spoke to a good friend of mine who is a retired Washington State detective, and he said that even if you were arrested for DUI and had it bumped down to reckless or negligent driving, the DUI will NOT show up on a background check done by a private citizen on a private citizen (even if it's you) if you were never convicted of it or got the charges dropped. The only thing that will show up is the final outcome of the charges/conviction, and depending on how you got to your disposition (deferred prosecution, probation with reduced charge after two years, etc) even a reckless might not show up if you got your charge reduced to it. In theory, you could get arrested for DUI fifty times, get the charge reduced every time to reckless, and never have one DUI show up on this kind of check. The only people who have access to arrest records AND conviction records simultaneously are law enforcement agencies and the information is for internal use only. This is just to protect privacy. I am obviously not a law enforcement officer, so take this with a grain of salt, but I do believe the guy who told me this information. |

I'm confused. So I have to send it back to Washington? I thought I could just print it out and then take it to the embassy in Seoul to get an afadavit. Why bother mailing it back and forth? Thanks! |

Oh, of that, I'm not sure. If the embassy will do the notarizations, by all means go for it. I did mine in Washington State, not from Korea, so I can't say that I know how it will go for you. As far as printing it out, the printed copy IS official, and if anyone at the embassy gives you a hard time if you take it down there, direct them to the WATCH website, and hopefully they'll have to accept that. Sorry I can't be of more help, but I'd try the Embassy like you were saying.  |

So, you have to send your CRC to 2 different places? First to the State Patrol for notary, and then to the Secretary of State for apostille? Did I get that correct? What a pain in the butt. I'm in Korea but I don't think I can go to the Embassy (b/c of their operating hours, and I'm in Daegu).
In any case, do you have a URL where I can get the fax #s, addresses for these? |

It now seems that getting a CBC or CRC must include a vulnerable record check. Getting a Cbc just to prove you haven't a record is not enough it seems that you need to be cleared to work with children under 18 Has anyone else heard of this restriction. I got my CBC but it looks like I now have to go through another process to get the Vulnerable record check.... |

Got the affadavit in Busan. I guess they aren't there all the time, so it's best to call before heading over: 051-863-0731
Now I just have to wait and see if this is sufficient for immigration. |

Yes, that's how you have to do it. You can get the original check from the State Patrol in two ways:
First, go to this website:
http://www.wsp.wa.gov/crime/crimhist.htm
You will need to decide how you want to OBTAIN your check.
1.) First Option: You can create an online WATCH account (VERY easy) and search for your name, pay $10.00, and get a copy that you can print out from your computer.
2.) Second Option: You can print out the form to request your check by mail (Request for Criminal History Record). The form can be found here: http://www.wsp.wa.gov/crime/240569_request_for_chri-convicted_criminal.pdf
There is a $5 fee per each criminal check you want notarized.
Now that you've decided HOW you want to OBTAIN your check, now you need to decide HOW you're going to get it to the State Patrol to be notarized:
1.) First Option: You can fax the WATCH report that you got off the internet to the State Patrol. If you go that route, you will also need to fax over a Credit Card Authorization form so they can charge the $5 notary fee. Fax both of those forms to (360) 534-2073.
2.) Second Option: You can mail the "Request for Criminal History Record" to the State Patrol to get your notarization. The address can be found at the top of the request form. You will need to send $5 with your request or just mail the Credit Card Authorization Form with your request.
Either way, the notarized criminal check is returned to you by mail. If you choose to fax in a request, you will need to fill out their Credit Card Authorization Form so they can charge your card in absence of a check.
Once you get your criminal check back to you by the State Patrol, you are ready to send it off to be apostilled at the Washington Secretary of State.

You mail your notarized background check to the Secretary of State with a $15 payment for the apostille, and you get it back in about 10 business days. The link tells you everything you need to do to get the apostille. It's pretty straightforward. All in all, when I did mine, it cost me $25 and about three weeks of time.
You should be able to do most of the work via fax. The only part that will take you some time is getting the reports mailed back to you. If you have someone in the states that can help you out, it will save you a lot of time. Either way, it is very easy. The websites tell you all that you need to know.
