Though unlinkable due to the 1989 web technology the Korean Herald uses, check out the front page of http://www.koreaherald.co.kr/

The reasoning and excuses provided as to why this is just now becoming possible are expectedly bizzare, but hey, as of JUNE, no hassles using Korean issued cards overseas, which is all I care about.

Foreigners to receive credit cards for overseas use

Foreign residents who have experienced frustrations in having their Korean credit cards denied when pursuing a transaction abroad will be relieved to know that this is likely a thing of the past.

The Ministry of Strategy and Finance said yesterday that new foreign exchange regulations will be enforced as of June, allowing expatriates to use their locally issued credit cards for payment transactions and cash advances.

The ministry said the new regulation will call for financial institutions to issue the same credit cards as those given to Korean nationals, should the cardholder`s source of income prove to be legitimate. Expatriates, however, will have a $10,000 limit for overseas transactions, the ministry said.

Some observers point out the eased regulation could raise the chances of abuse of the travel allowance, because expatriates currently face the hassle of having their income source checked every time they make an overseas bank transfer.

An immigration law controlling the amount of funds a foreigner can transfer abroad based on his or her period of stay in Korea has also prevented banks and credit-card companies from approving credit cards for overseas use.

But the growing number of permanent foreign residents with regular income has also called for an increase in overseas credit-card limits, inciting public resentment and appeals. Experts have noted that such related complaints have been pronounced compared to other issues.

The more I read the "explanations" for the laws, the more I realize that the Korean government doesn't give a hoot about criminal acts of Korean citizens. It is only foreigners, the way I read that article, who face scrutiny of their income for transferring money overseas.

Does this include international ATM cards as well? I have been outright refused one of those....with reason "I am not Korean" being offered.

How do I get a Korean credit card? I thought that privilege was limited to a small percentage of the teachers here, namely public school teachers.

I don't get it.

I have two international visa cards from Korean institutions and both work everywhere. I've had them for over 2 years.

The issue was the check cards and ATM cards not working, wasn't it?

thats right i've had a samsung credit card for 4 years now and it has worked in the states.

its the damm atm cards that they need to fix

Some observers point out the eased regulation could raise the chances of abuse of the freedmon, because expatriates currently face the hassle of having their leash yanked and checked every time they make a bid for freedom.

An immigration law controlling the length of leash a foreigner can have is based on his or her period of stay in Korea has also prevented foreigners from having any freedom whilst here or overseas.

But the growing number of permanent foreign residents with restricted regular length leashes has also called for an increase in leash length, inciting public resentment and appeals. Experts have noted that such related complaints have been pronounced compared to other issues.

I wouldn't use that out of the country as it isn't debit. If you use it overseas it counts as a cash advance in which you have to pay some interest.

I think the point is the article states that international credit cards will be issued. Not international debit cards. I also have a Korean credit card that I have been able to use internationally.

I think point is the article states that international credit cards will be issued. Not international debit cards. I also have a Korean credit card that I have been able to use internationally.


Same here, for several years now. Don't understand what the big deal is.

No. If you used it to purchase something at a shop it would just be like using it on Gmarket.

If you used it to take cash out it would be a cash advance same as in Korea.
