While I cannot say this is the first time it has happened, it is certainly has been rare the last 8 years:
Bush Set to Veto $300 Billion Farm Bill
Thank you Mr. President.

Lawmakers have wrestled for months to expand subsidies to farmers while also boosting conservation and nutrition programs - plus creating first-ever supports for California's fruit and vegetable growers - to get a bill that can appease everyone and ostensibly meet budget limits. |
Expand subsidies? When food prices and farmer incomes are at record highs? Give me a break.
Nice to see Pelosi is all abour pork-barreling. |

| He'll probably also veto a stupid housing bill that's coming up. I definitely support both vetoes. |

I doubt that Bush suddenly decided to care about corporate welfare.
Upon reading the article, I found this tidbit.

That's probably why he vetoed it. After all, he did veto SCHIP. |
