Sihanoukville doesn't have scheduled air service at the moment. You might be better off flying to Phnom Penh on Siem Reap Airways (a subsidiary of Bangkok Airways) and taking a coach.
If the wiki for Angkor International Airport is accurate, there are no nonstop flights to Phuket; you'll have to connect in Bangkok or Kuala Lumpur. If you've got some time to kill, AirAsia's not a bad choice on this route. Take a couple of days and chill out in KL, do some shopping, eat some food, then go up to Phuket. |
