I've heard this advice over and over and over on Dave's, and i'm just wondering how true this really is. I'm wondering if this was only possible "back in the day" and things have changed now, or not. Anyone acheived this feat recently?

Just the other day, i was at immigration handling some stuff that was going on with a new visa, and they wanted to interview me. They knew all of my work history in korea, and even knew that i'd received some "extra" payments in my bank account...

My bank info is actually tied to my old passport. I got a new passport in February. If getting a new passport solves blacklisting problems so that people can get new visas, how is it that they can have all of my old information even though i didn't give them my old visa info?

It can work. But not always (apparently).
