Wikitravel isn't as well-edited as Wikipedia so the information there is often pretty conflicting. Check out some of the info on Bishkek:

So, what's Bishkek actually like? Are the people friendly and kind, or do they like to follow expats and rob them?

Seems to me like there is no contradiction. You are safe and welcome inside of the establishments, but it can be dangerous out on the streets at night. Like a lot of cities I would imagine.

I'd be curious to hear any firsth-hand experience on this with Bishkek as well. I'm curious about the region, and those quotes seem to be a common theme throughout.

Yeah, the 'watch your guard' at all times and 'people are friendly' are contradictory to me too...it reads more like 'watch yourself regardless of how friendly people might seem'.
