I have my crim check in hand, and it is in a sealed envelope. Can I open it? As well, do I need a health check for a C4? The website is very unclear and I don't want any surprises before I send in my stuff. IF anyone has any advice or things to be wary of please inform.

You CAN open it because you will need either an apostille or an embassy certification (depending on your country of origin) affixed to it.
