My school gave me a blue tax card telling me to use it on all purchases over 5,000 won. Their website is www.taxsave.go.kr.
I heard that a "friend of a friend" goes somewhere at the airport when leaving Korea to get a refund of those taxes. Does anyone know about this?

I don't know about your friend.. But I just tried to logon and it wouldn't let me with a foreigners id number.. So i am curious as to how you did it... |

It's called a cash receipt card. Anyone can get it. You may have trouble signing up through the web site but you can still give the NTS a call and apply for it.
It's not to get a refund of tax when you leave but to give you a tax credit, similar to the credit that those with Korean credit cards get when they file their income taxes.
