Ideally you need to contact your local tax office in the UK. This the website for Her Majesty's Revenue and Customs (I love my country, we have the best names for things!) http://www.hmrc.gov.uk/

You should be able to find an email address/phone number either for your local tax office or else for non-resident services.

I wasn't able to get the certificate because I have lived abroad for too long and therefore don't qualify for residency staus for tax purposes in the UK. When you leave the UK you should submit a form to say that you're working abroad and then another one when you return to the UK (not if you return for holidays, just if you return and live and work in the UK). Not sure what the form number is, I forget, but the non-residency services bit of the website or the call centre will help you. Have your NI number handy.

Hope this helps. I haven't been through the residency certificate process myself and I pay tax on my earnings in Korea, which is better as it's at a far lower rate.
