Here is the process I took to acquire an apostillized CBC in the state of California.
1) Went to San Diego Sheriff's Office and requested a CBC with notarization ($49). Time spent at SD Sheriff's Office: 5 minutes.
2) Returned to Sheriff's Office 3 business days later to pickup CBC.
3) From Sheriff's Office went straight to the San Diego County Clerks Office to authenticate notarization of CBC ($5). Time spent at SD County Clerks Office: 10 minutes.
4) From San Diego County Clerks Office went to Secretary of the State's regional San Diego office to have apostillization ($23). Time spent at regional office: 5 minutes.
From my experience noted above, here is the process to get an apostillzation for a California CBC.
1) Request local CBC and request it to be notarized.
2) Pickup CBC.
3) Go to county clerks office to have notarization authenticated.
4) Take CBC and authentication notice to a regional Secretary of the State office. There are regional offices in Fresno, Los Angeles, San Diego, and San Francisco. If you live in or around Sacramento, you can go to the main office in Sacramento. The regional offices will NOT apostillize anything that is A) not notarized and B) the notarization HAS to be authenticated (see step 3).
That's it. It took me 3 days from the time I requested my CBC from the local law enforcement to the time I had my apostille.
If you don't live close to a regional office you will need to mail your CBC to the Sacramento office to obtain an apostille.
