Why exactly? The way I read it, he's charging 25k per card for something Koreans get for free, that lets whitey have even more opportunity to ram down curry or kebebs or Thai or tacos all around Seoul, just in case Itaewon doesn't doesn't have enough of that stuff already.
Talk about knowing your audience. From what I've seen with the Seoul expat community in recent years, flogging that card should be like shooting fish in a barrel. Sounds pretty shrewd to me.

It seems like Seoul expats need more dweebs.
Seems to me that if more people started a business like this guy, we'd all be better off and a bit more empowered. |

and I and several friends have had the card for a few years. I've saved 100's of thousands of won. Well worth the price if you are a fan of any of the restaurants included. |
