Transferring a tourist visa to F-3. Is a visa run necessary?

I'll be starting work in September and my wife will be coming with me to Korea...but not to work.

My understanding is that she'll get a 90 day tourist visa at the airport, and then once I get my ARC she can go to an immigration office in Korea and transfer to an F-3. Is this accurate? And if so, will she then have to do a visa run out of the country?

No, she can do a change in status of sojourn and NOT have to make a visa run.
