Anywhere outside of Korea.
You won't find one in Korea. You CAN find one cheap soon after you get off the plane in anyplace that uses GSM.
The networks here are CDMA and are locked to prevent use of non-local phones.
You MAY be able to find one at the Pinoy (Filipino) market at Hywhwa station.
