Do you have a Korean buddy that can check the auction sites? I think that's your best bet. Since most people here are foreigners, it isn't very likely that they will have a full drumkit to sell -- though not impossible. There is tons on the acution sites, but they are in Korean.

It might be possible to buy practice pads for the price you are looking for, which are a lot better than nothing. I know plenty of good drummers that practice with pads. Then maybe once a week you can find a practice room with a kit.
