For this, and a myriad of other reasons, your friend needs to read the FAQ board, and the "New E2 regulations" sticky thread.

Read.
Then ask.

I know a college friend who had gone back home to Georgia but whose main (school) address was in Nevada. He went to the Atlanta consulate to get an E-2 and was told he had to go to San Francisco to get it. Even Koreans in the USA haven't a clue at times.

The new rules

All first time E2 visa holders going to a hagwon in Korea must get a departure interview and their pasport stamped in their own country.

All E2 visa holders going to public schools in Korea apparently can get their visas done in any country and do not always have to get a departure interview. ( different process)

Your friend has no choice but to go back to get this done in Dublin

Also many embasies ask for a variety of documents to view when you report for the interview. Being asked to view the diploma and police check is not unusual.

I posted this on another thread:

The following outlines the differences when applying for visa issuance through overseas consulate.

* By rule, must apply from the Korean consulate that is located in the applicants country.
※ When applying from a third country is permitted:
- Those that have worked in Korea as a Professor (E-1), Foreign language instructor (E-2), or Researcher (E-3), and have no record of law breaking
-Those whose education level has been verified by domestic verification agency (Korean Council for University Education) that was created based on Law on Korean University Education Association
▶By rule, must go through an interview at the consulate. (However, those that applied for visa issuance from a third country may skip this portion as situation warrants)

So there you have it. My employer was correct. My degree is currently being verified by the KCUE.

You are wrong here. As a first time E-2 applicant (arrived in early February of this year), I came to Korea first and was able to get my visa by submitting my original B.A. to the Academic Verification Agency of Korea. If they approve it, you do not have to go to your home country, but instead can hop a flight to Japan and pick up the visa there.....like back in the old days.
