Seriously, a police escort (at the posted speed limit) to the vets would have been in order, followed by a ticket for speeding.

I'll buy that - a good compromise...the lawbreakers are ticketed and the animal gets to go to the vet as soon as is safely and legally possible.

90 mph is way too fast. Anyone clocked at that speed would have to be screened, hence the wait for clearance of any warrants etc outstanding. The kind of person who drives at that speed (145 kph within a city and not on a freeway?) would be immediately viewed as a threat and would need to be checked.
