My Thai wife has received two US tourist visas in the past. Both times I showed my newly signed teaching contract to the Embassy officials that required me to be back in Thailand/Korea at the end of our visit to the States. The assumption being that as my wife, she would accompany me and not stay in the US. Her first visa was for a month, second visa for one year, in case we needed to return to the US at some time during my contract.

Why the hell does Immigration crack down on tourists, but turn a blind eye when Mexicans hop over the fence. You get a free pass to the US if you walk over, but if you pay over $1000 for a plane ticket, they send you back home.

Business interests want the illegal workers. They've got 42,000+ lobbyists in DC to push their interests.

The tourism industry is also lobbying. You would think businesses would encourage vistors with MONEY to come, as oppose to immigrants who work cheaply, but send all their money back to Mexico.
