It's a convenience. The site lets you type in the information and then print the PDF. That's good for people whose writing isn't exactly legible.

it's not that hard to just print a PDF from your state's Board of Elections and then send it out. To avoid problems I'll have it sent to my folks who will then send it here. (I worry about a gov office sending out to the Korean address. With my parents I can talk to them concerning postage issues).

Got to the county registar web site in your home county.

Most counties in CA will email you a ballot and you can fax it back.

Hell, I've even gotten junk mail from canditates in Korea.
