Having helped a few people back in NS study for their citizenship test...while I suppose you don't need to be fluent (they weren't) you do need a certain level of competence to complete the test as you have to choose what language to write the Canadian test in, English or French.

My boy (read future space cadet, Nobel peace prize winner, UFC champion and Prime Minister) Wink
was born in Canada and while here it was a simple yet unorganized trip to the local gov office to get his dual Korean citizenship.

We did it for the Korean medical insurance (which is crap I might add...so we bought medical coverage thru Samsung too..good deal).

The only stipulation is that he renounce one before his 18th birthday...
hmm I wonder which one he will choose: military service or a large welfare state.....

Like the British instances, I think most other countries are similar. The child automatically gets citizenship from the parents home countries. There is paperwork involved but there is really no denying them.

Actually, I know some people who were provided an interpreter for the exam.

I'm from Vancouver where there is a large Chinese population, so maybe they have different services in areas with large ethnic minorities.

English or French is unecessary.
