Although the right to free speech and the right to petition the government are protected by the US Constitution, in the State of Oklahoma it is illegal for out of staters, even new OK residents who have moved to the state, are working there and are legally registered to vote and licensed to drive, to petition their government:

The criminal case against three initiative proponents, for conspiring to bring out-of-state circulators into the state, will begin on November 17. The three defendants are Paul Jacob, Rick Carpenter, and Susan Johnson.
Meanwhile, the 10th circuit will hear Yes! On Term Limits v Savage on September 25. That case challenges the Oklahoma law that makes it illegal for out-of-staters to circulate initiative petitions. |

Oklahoma has ballot access laws so restrictive that NO other party candidates except Ds and Rs will be running for President or other major offices, yet they also ban write-in voting in Oklahoma. |
