On a univerity evaluation scale of "5" what is an acceptable eval scale? I am talking about the evals that students give professors. I am new at this university and was not under the system type of eval system before. I do know that the department average for all professors is 3.91. That is including tenured professors who probably do not concern themselves with these evaluations as much as a non-tenured professor would be.

Acceptable is close to the average. Your goal, however, should be 5.
