The Human Resources guy at my school told me this today. He said it is for ALL Koreans, but foreigners only get it if they made less than 24million won.

I saw Brian's blog and attempted to make sense of the Korean links he gave, but the technical jargon was too much for me.

Can anyone post a link to show that ALL foreigners making between 24 and 36 million are eligible?

I can't provide a link but I made over 30m last year and I was eligible according to the government website. Your coworker is talking crap.

You need to register for online banking, then register on the government's website for online tax-something-or-other. Try and find someone more helpful than me or your coworker to help you =)

But hurry up. Time's almost up. You're almost certainly eligible if you've been paying tax.

I made just short of 35 mil last year in salary (not including other benefits) and I am getting it (paperwork was sent in last week and confirmed on Thursday).

Yes.
I know a lot of people who are getting a refund, but no one can show me a link.

The best thing to do with this:

1. Apply.

2. See if you get anything or not.

If you didn't do something because some clown told you you couldn't, you'd never do anything.

According to the tax website, individuals cannot apply. The school has to do it, and they tried, but my form was rejected from the website.
I make just under 35,000,000.

I don't know where this on-line banking thing came from. 15 foreigners working at my uni only 1 uses on-line banking, yet all of us should be getting back our rebates. Strange.
