a neighbor has a dog, they leave it tied up on the porch with about 3ft of leash on it 24/7.
so basically it has enough room to eat, sleep and poop. i went over to the dog to pet it and it got really scared at first, pissed all over itself, then got comfortable with me. when i got up to leave it whined loudly over and over.
anyways im thinking about stealing it but I cant keep it myself. my place doesnt allow pets. is there a no kill shelter in seoul that will take it? my heart breaks when I see it every day  |

I'd ask to take the dog off the owner's hands; a lot of times those half-abandoned dogs are unwanted.
Of course, if the owner says no you can't steal it afterward since you'd be the first suspect. Maybe you should steal it? I can't answer that question either.
Edit: You could offer to take it for walks if that's your thing. I don't see why the owner would say no, but there's always the risk that s/he might. |

I agree. Talking to the owner first could be a good idea. That dog will love you so much if you rescue it. After the crap life it's probably had so far, any improvement would be like paradise for it! |

There's a dog like that down the street from me as well. I walk by every day, and she's warmed up to me. I started bringing her food because well, she had none, and when it started getting cold I casually dropped a blanket into the hole her owners keep her in. The owner was there once and told me he keeps her there during the day while he's working, but I think he's full of it.
Before you do anything though, think of the dog, and what will happen to it. Maybe you could find someone caring first before taking it and then having nowhere to put it? Sure, anywhere is better than where it is now, but some pre planning might help. Then, steal away.  |

Culture has nothing to do with mistreating that dog.
I've seen Koreans who pamper their dogs and I've seen Americans who lock up their dogs in cages.
To OP: Talk to owner. However, be careful not to make them lose face. Asking for the dog because they treat it badly will only piss them off. Say you're enchanted with this dog and really want it. If you really want it that badly offer to pay a little to have it. |

Disgraceful.
There's a dog in a similar situation outside my apartment which I have to look at every single day. But its worse - she's lost her mind (could be a blessing I guess) and I would have saved her a long time ago but she's so scared she just bites. Makes me so sad - dogs aren't naturally this aggressive unless they've been abused. |

I dont want to ask if I can take it, because well I have no place to keep it myself. which I why I was asking if anyone knew of a no kill shelter, but it doesnt seem like there is one in Seoul.
well if anyone can foster, let me know...I can get it rather quickly and I suspect the owners wont even care. |

Honestly, if I were you, and I kind of am, I'd take it in. Either talk to your landlord and arrange to give a deposit to be allowed a pet, or just take one in, and f*ck the consequences. This shit seriously makes me hate Korea. Don't let it suffer out there, if you can help in any which way. Perhaps try posting on www.animalrescuekorea.org, see if you can find a fosterer? Then go forth, and liberate. Good luck, as shitty as it feels to see things like this, it's better than feeling nothing and treating them like rubbish. |

Offer a couple won, and explain that you feel strongly about the dog's well-being.
And mistreating dogs in not a Korean thing. I've known many Koreans who keep excellent care of their dogs, big and small. Some people abuse dogs all over the world. There's a dog-friendly apartment complex in Kangnam where the owners can let their dogs run around a whole floor set up just for dogs, with a care taker to watch over the indoor "dog park." Find me one of those in North America?
So, if you go to Thailand, or have been, doesn't that make you cry. All those stray dogs, not to mention street kids. I handed out more baht and food there than anywhere I've ever been.
Did you know, in Mongolia, when a kid loses a baby tooth, they put it in a piece of meet and give it to the dog? So, the Mongolian dogs act as tooth fairies!
BE GOOD! Do the right thing!

Maybe not. But overall, they do seem to excel at it.
I know lots of Koreans who love dogs. In fact, they think they are "delicious" and "good for stamina". Citing a few oddball examples of dog pampering doesn't hold a lot of weight when dogs are literally on the menu.
I know the above comment is ethnocentric and that dogs are mistreated the world over, but let's be honest about what country we are talking about here.
OK, cue the rough, "mavericky" dog-eating apologists... |

yes but in Thailand they're not chained and confined to 2ft concrete slabs all their lives atleast. Sure they have to scavenge for food/water, but to me it seems worse to live a life with no stimuli at all. I've seen a lot of animals here that have lost their minds, frothing at the mouth kinda thing, its horrible.
Plus, Korea, like CHina perhaps is different in their belief in torturing the dog before death in order to release adrenalin to tenderise the meat etc etc, (and yes I know its not all dog-meat dealers that do this, but still many) |
