You can only transfer these miles to another United Mileage Plus account. And a Mileage Plus account can only receive 15,000 miles of transfers per calendar year, so that's the most you could transfer to one account this year.
So, how much to transfer me 15,000 miles, and who pays the United Mileage Plus transfer fee of $260 for the transfer to occur? |

Zero. The bare minimum award ticket is 20,000 miles. I redeemed 30,000 miles last month to get a round-trip ticket from Seoul to Hong Kong (via Tokyo!!) next May.
I have enough miles left that I would find an extra 15,000 quite useful. But not worth paying $760 to buy them. |
