I can confirm that the Winnipeg Police route works for getting a VSS.
I had to renew my visa in September and when I went (I think September 5th right after the changes were made) they told me they couldn't process my visa because I didn't have the VSS. They stamped my application and wrote something on it and told me I had a month to get the VSS.
After freaking out a bit, I did some research on Dave's and saw that I could get it from the Winnipeg Police and so I scanned in my stuff and emailed it to my parents in Toronto who called and confirmed that they could send scanned copies. So they sent it in that same day and they got the VSS back about three weeks later and sent it express to me. It arrived just in time. I had no problems at the Embassy or immigration even though it said Winnipeg Police at the top and my address is listed as Toronto in my passport.

The people in the Toronto consulate are pricks about it, too. I got my RCMP check (not VSS, just regular CBC) and it was accepted no problem by Korean Immigration. Immigration accepted the regular RCMP CBC twice without hassle. It's the consulate that is imposing this VSS requirement. |

I second the notion that the Toronto consulate are ditch pigs. I have been in so many arguments with a wench there. I am certain that it was this woman's brainchild to implement the VSS for Canadians. My guess is that she was at a dinner party with a teacher from Canada, and told her what the protocol was to teach in Canada. So, wench thinks this is a good idea, and makes it mandatory. When I spoke to the Head man in charge at the MOJ (this was a year ago) he had no idea what the VSS was. I explained to him that it was very difficult for some people to get this document, as some police departments won't release the information. i.e. Toronto.
When I asked the wench how I was to get my VSS, she said that I should get it when I come home, as it is "Necessary for all E2 holders to come home every year. It is not possible to extend a visa in Korea." She didn't know her arse from her head. She didn't believe that I had extended my visa 5 times in Korea.
Anyhoo, I hate the Toronto consulate. BTW, I thought I read somewhere that the Canadian Embassy is in talks with MOJ about this VSS to try and abolish it, as it goes against Canada's Privacy Act. |

Funny I called the Vancouver consulate they said they didn't need VSS infact it states that on their damned website. Call the wench on it I guarantee you thatt she will be trying to save face. Google the Korean consulate general in Canada.

Oh it looks like they changed it. Now they reqquire a VSS..
I was lucky and did mine before the VSS bullshlt came into effect. |

Some interesting remarks from the Canadian Embassy on the controversial VSS required for E-2s.

They have been caught doing undercover reporting into Universities and Hagwons and harassing people.
Good point.. how many Korean nations go to Thailand, Cambodia and Vietnam for "business trips".
