I can't think of anything more multicultural than 'skinhead'-type groups in Korea.

With some of the idiotic, hateful and racist things posted on dave's, it's no surprise groups like this spring up.

Hell i wouldn't be surprised to see an anti waegook group made by waegooks Laughing

How do websites join together at jongno? Very Happy That's what the article said:) Anyway, this seems kind of silly. However, I do understand some people are afraid to see their culture changing. Many people don't like multi-culturalism, and they are afraid of cultural change. There can be good and bad cultural change. Violence against foreigners does occur already, but I don't think it's common. Generally, Korea is a very safe country.
Theft is not high and assault is not as common as it is in the U.S. That said, crimes definitely happen over here.

While it's almost inevitable that there be some resistance to developing into a multicultural society, I'd bet anything that it never gets to be very big or influential. I say this because a couple of years ago when I was living out in the Back of Beyond I took a scooter ride to a place even more remote and took a break at a mom & pop super. While I was sitting there drinking my Coke a car (one of about 5 in the half hour) went by, slowed down to take a look, backed up and parked. The guy hopped out and invited himself to sit down at my white plastic table and said, "Thank you for being here in my country. It makes me proud that Korea is becoming globalized."

You're in Korea. Of course a government policy can accomplish this. After all, they had a Smile Campaign back in the 90's and it worked--you now see Koreans smiling on the street--you didn't before the campaign.
