Some interesting remarks from the Canadian Embassy on the controversial VSS required for E-2s.
Quote: |
The Embassy is aware of the problem and has been working with the MoJ to resolve the situation.
The Korean authorities are still requiring the submission of a VS check as a condition of E-2 visa issuance.
As per the Canadian Criminal Records Act, approved use of a VS check is very limited and restricted.
VS checks are not approved for use by foreign authorities. Korean authorities have been made aware of this fact.
Canada police authorities may not legally conduct a VS check for the purposes of teaching English in Korea.
The Korean MoJ has recently granted Canadian citizens a three month grace period to obtain their VS check.
Canadian citizens may lodge complaints to the MoJ at:
Border Control Team
Korean Immigration Service
Ministry of Justice
Government Complex Gwacheon
427-705, Republic of Korea
Fax: 82-2-500-9127
Canadian citizens may lodge complaints to their elected Member of National Assembly. You may find your elected Member of National Assembly at:
http://korea.na.go.kr/index.jsp
The Embassy continues to work towards a resolution of this problem
Hope it proves helpful.
Thank you.

Thank you for that information. We've been going around in circles trying to get some friends to teach over here and this has been the big nightmare. |

This is so typical of Korea. They come up with these grandiose plans without investigating what could wrong, and then when things go wrong no one admits messing up and no one gets fired, they just scrap the idea quietly. It's to be expected. It's sad, because it deprives the students and the few good hagwons from having the teachers they need including some of the veterans. |

Far too many people have their gov't jobs in this infrastructure, not because they deserve it, but because they are from the right family, or are married to the right family, etc..
The "start it and fix the problems as we go along" culture helps these inept people stay employed. |

Even though I already jumped through all of the hoops this circus has laid out, I'm stil going to write a letter.
I want to point out the absurdity of having foreigners subscribe to getting this check done, when clearly the same needs to be done with Korean teacxhers.
I am going to include all the news clippings, and youtube links I can find to illustrate my point.
The recent Daegu and Miryang school gang rape scandals would be a start. |

Thanks for the love again, Troll_Bait. If you go to the embassy website it instructs you to fax them---rather than email---for immigration/visa matters. There's a comment form, but I don't know if my visa query would be summarily deleted b/c it was about this matter.
I'm not Canadian but I may just write a letter, too. At the very least the embassy should issue some kind of public statement---what you posted was an email---clarifying what can and cannot be done. There's still ambiguity about whether fingerprints taken in Korea can be used for a VSS. The police website says yes, the accounts in the Joongang Ilbo article say no.
As I've said before, there are many benefits to working in Korea. However, between this for Canadians and the in-person Embassy interview for Americans (and the thousands of dollars we all have to spend to handle all this), it's hard to justify spending all this money just to work here, especially given the economic situation and the fact that . . . um, that Koreans often hate foreigners. |

Why would you lie to placate the idiots at Immigration? You're only going to encourage them and stupidity. "See? He can get it. Why can't you lie, too, and get it?" |

Yes, but, in the U.S., you are generally rather qualified for the job. Also, American employees are more likely to have information not directly concerning their department, though not always. I do not think that most bureaucrats in Canada and the US are really that incompetent on average. Canadian bureaucrats, at least, are somewhat respected in Canada. I don't get the impression that Korean bureaucrats are respected.
You also don't hear about about Canadian bureaucrats getting put in there, because their relatives are in power. It's not quite like that. You have to pass the exams and be qualified and then if they like you, they may give you the job. It's not quite the same as in Korea. In North America, your manager is expected to be more qualified and better than you. It's expected, but not always true. In Korea, it's not really expected. That's not the impression I get.
The officials at immigration have consistently come up with dumb ideas without thinking of the consequences. I expect that more from upper level politicians in the U.S. then from the bureaucrats, to be honest. I could be off-the-mark, though. You also have less integrity associated with the bureaucracy here. I am not going to say, however, that there aren't great civil servants who are very honest. There are definitely plenty of them, but the fellows who take envelopes with money are way too plentiful and so are the lazy guys. |

fact is, you dont even need to have a job, or be looking for a job to get VSS done. Just say it is for personal reasons and then they give it to you |

No, they won't "just give it to you". VSS are for very specific purposes. They are not intended for use outside of Canada, nor are they intended for personal use. Go to the RCMP website. Read up a little more on your "facts". |

So in order to prove we're not criminals we have to lie to the police. They've even succeeding in making Klogic apply to Canada. |
