So, my friend tells me that in Myungdong there's all these stands where you can exchange your Korean won to USD right then and there, and you can negotiate the rate (usually he says its ajeoshis sitting on stacks of cash..yea i know sketchy). anyone heard of these?

were you able to negotiate the rate? were you exchanging usd to krw or vice versa?

There's probably more of a risk of getting some of the millions of dollars of counterfeit U.S. currency reportedly printed (at least formerly) by North Korea.
