I Was just wondering, how much control over the student's grades do you have regarding your class?
Do you record their grades and such, like teachers here. Or are foreign teachers in public schools merely teaching assistants? Or does it depend on each school?

I think if I had students in my class who were being lazy and couldn't pass my exams I would just fail them, so they would have to repeat the class anyways, but then again I am basing this on the American public school system.

99% of native English teachers in PS have zero control over student grades. On top of that, grades don't determine whether or not a student moves on to the next grade. As long as they show up often enough to keep their seat warm, they'll move up. I won't give my personal opinion on this, but that's how it is.

Yeah, you generally have no control over their grades, and unless they have the ability and desire to get into a top university or their mother is going to beat their ass for getting low grades or something, their grades don't really matter anyway.

In one of my school the actually ask me to write a few test questions (so some more students might pay attention). But, in the end, I have no control over grading.

In my HS, I actually had to come up with the test questions for the students' speaking exams (and perform them), which was about 10%~20% of their final grade, depending on whether they were 1st, 2nd, or 3rd grader. Of course, I wasn't allowed to fail any of them, which was a big disappointment.

They have 10 questions on their English test from my class. That and I'm expected to submit a grade for each student at the end of the term. The kicker is I can only give them an A, B, or C. Oh, and my grade counts for about one percentage point of their grade in their K-teachers' English class. All about appearances.

Zero. However, they do ask me to check the exam questions before they are printed.

I make 4 or 5 questions for each midterm and final exam, so I do have some impact on their grades, but not much.

this year and last year, some questions from my lessons have been put on the kids' exams, and i gave a speaking test last year to my 1st graders (MS). however, i'm not sure exactly what weight they assigned to those for their final grades...

None. Even in a hagwon and junior college, the marks are for show. No one gets below 85 or fails.

I assume your referring to the higher grades (middle school and high school) so I can't help you much. I taught in a public elementry school and had no paperwork at all and only did minimal lesson planning.

I'm not even sure whether or not students were graded in their English classes or not. It was probably a pass/no pass type of thing.

Never had one of those BS head professors come in and warn you about some complainer/slacker student who demanded a pass? God, I would have loved impunity like you.
