I'm not sure, but I think this statement is grammatically correct.
"If someone is shy and timid, you can say that THEY are are a mouse."
I would say, "If someone is shy and timid, you can that HE or SHE is a mouse."
Is the 1st one correct?? If so could you explain???

Yes, it is correct, in that people speak and write that way all the time. Pedantic grammarians sometimes insist on other constructions, but they are fighting a losing battle on that point. |

I wonder which gender these pedantic grammarians would make the "someone". I use "they" because "someone" could be male or female, you can't tell which gender THEY are.
If we must stick to singular usage, then I would say, "If someone is shy and timid, you can [say] that person is a mouse." |

"He or she" is the correct subject, but I think "they" is becoming more acceptable. Sometimes being correct is annoying. |
