Korea is running a very small number of overseas aid programs, has higher export barriers to developing countries, and allows a limited number of unskilled workers from poor countries, the think tank said.

Japan came as the second worst country. The report said its assistance fails to match its economic size and it imposes excessive restrictions on immigration and imports.

The United States finished 17th due to its involvement in Afghanistan, Pakistan and Iraq.

David Roodman, a senior fellow at the center, said the U.S. foreign aid system is in tatters and outdated and needs a sweeping overhaul.

The center�s annual index assesses each country�s contribution to poor countries based on seven areas of government action: foreign aid, trade, immigration, technology, investment policy, environment and national security.

Why does the Korean government, or any government, have a duty to provide money for any other country?

They don't. Taxes should be used to protect the interests of the citizens paying them. Charity should be left to private donators.

Because it too was the recipient of foreign aid in the past and still is if you count US military spending in Korea so it seems only logical that it gives some of it's wealth to the worlds less fortunate.

This is a joke, Korea as a stable country is what, 20 years old? Countries like Denmark have been rich for centuries.

very good point. This article /thread is a joke. Leave the fkers alone, they look after their own first, i wish the UK was more like that. We just pander to the Political correctness junkies rather than deal with our own in-house third world.

It is amazing the amount of energy some people will spend trying to tear something down. You seriously have to wonder about the mental stability of those kinds of people. Does it really effect them? Probably not. Has anyone asked them to do it? Unlikely. Are they making any money off it? Nope.
What's the motivation? Do they feel the need to educate the masses? Seemingly, but why? Mandate from god? Truther? Sad, lonely, pathetic life?

I'm suprised to see Japan listed as the second lowest contributor. When I was in SE Asia I saw quite a few signs of Japanese aid.
