Looks like nobody knows about him. He started out as a regular comedian but always played pretty tame characters and then one day decided that he was going to dress up like that and insult famous people (especially boy bands) and especially their fans to try to get as many of them to hate him as possible. Everybody hates those rabid fans though so they love Wang Biho.

One scene (paraphrased):

"So the other day a Big Bang (or Super Junior or some other band) fan came to my home page and writes about how he actually spit at the tv when I came on. That made my day."
"What? But he spit when you came on! He hates you!"
"Yeah, in his house! Who do you think has to clean up the spit later? Hahaha"

Basically his rants remind me of what you see on the board all the time.
