he was shouting "see you tomorrow!!! NOT!!!" Obviously he'd just walked a dissapointing date home and was making fun of her....
Its normal for koreans to make as much noise as they like, at whatever time they like. Why Other koreans put up with it is because they don't like confrontation, and they switch off to the presence of anybody they don't know, even if he's yelling at the top of his lungs.
