A recruiter told me on the phone that Korean immigration no longer allows visa runs to Japan for new teachers. Only those who have had E2 visas before can do that...I've never heard that before so..

Is this true?

True. First E2 has to be from your home country.

I recall reading something last year that apparently if you get your degree validated here in Korea some type Korean standards agency then you don't have to go home.

I had my first E-2 issued in Bangkok in August which was well after the new regulations were put into place. The third poster is correct. One can still do a visa run for their first E-2 if they have their degree verified by KCUE. The downside is that your employer must initiate/handle this process for you. Many employers and recruiters don't know about how to handle this process, so they tell you that it is impossible.

Again, I can say this with 100% certainty because I did it myself.
