Technically it may be legal for foreign consultants to operate educational services in Korea. However if they are wholely foreign owned schools or otherwise not a local majority partnership there remains a non-profit requirement. This is what keeps foreign competition out in droves. The KORUS FTA was hoped by some to open the educational services to foreign operators to encourage local quality improvements however that term of reference was not included in the draft. Correct me if I am incorrect but non-profits may pay substantial salaries to their own employees. Good luck with it. |
