There are two categories of dependents of military members: Command Sponsored and Non-Command Sponsored. The dependents supposedly being "crowded out" are Non-Command Sponsored. That means that the military member upon whom they are dependent has chosen a shorter tour overseas and, in consequence of that shorter tour, relinquishing the privileges that apply to Command Sponsored dependents. One such privilege is attendance at the Department of Defense's schools.

That "article" isn't the worst, as far as journalism goes, I've seen in the KT but it's in the running.

Almost. In most cases a command sponsorship is not offered so it really can't be declined for a shorter tour.

The author of this article has an as to grind and is trying very hard to place the blame of any impropriety on the DOD. Very bad investigative journalism. He is digging as hard as he can for the evidence to support his predetermined outcome.

You know, schools for command-sponsored dependents usually aren't located in areas where there's no command sponsorship.
