I'm in my first two years here, and as I've posted here before, my school has been withholding taxes from my salary. My little country-bumpkin tax office has dug in its heels when it comes to my tax refund. This office won't accept my passport as 'proof' I'm a resident of the USA. And last year's 1040 tax return won't work either. These guys want the 6166.

Time to do a go-around on their asses.

If I take only my passport and pay stubs to the tax office in Seoul, will these guys give me what is mine? I'm looking at about 1,300,000 won refund here. My 6166 is supposedly on the way, but it may arrive too late. I have to be outta here on Feb 28.

Can I get my refund in Seoul using just my passport and settlement sheets? Surely the answer is 'yes', or the 6166 hoop would be a sticky here.

The first I heard of the need for the 6166 was about a year ago, and I've been reading the Korean boards here off and on for years. Maybe the tax laws changed recently so we need to produce that only of late? If not, then surely somebody out there was able to get a tax refund in Seoul using only his passport, or I would have heard about this ridiculous 6166 baloney years ago. This thing is something that will piss you off, so we would have all heard about it ages ago if it is the ONLY way to get a refund.

Time to call the help line. I have the help line's number (from here) as 02-397-1440 or 02-2076-5711.

Well, I'm just glad mine came yesterday as my employer was gonna deduct 2 years of taxes in one shot if it hadn't.

I'll call the Seoul tax helpline this upcoming week and see if I can just walk in with my passport and pay stubs and do the deed. Your boss was gonna deduct two years' worth of taxes this month. This makes me think somebody on high here has decided to crack down on the tax procedures. I've read the tax regs and everyone is supposed to have taxes withheld, no matter how long he's been working here. This means those who are in their exemption period have to come up with the proof they're residents of their home countries. Makes no sense at all. I have to file a 1040 every year that I earn more than the minimum reporting amount. I had to file last year. If I have to file, that makes me a resident, meaning I should be able to take a copy of my 1040 from last year to my hometown tax folks and it'd be good enough. But that escapes those who are imposing this requirement on us.

Cigs, you're right. There's no getting a refund without the 6166. Damn!

On a more positive note, I can get a 30-day departure extension if I need it. Problem solved, save for where I'll stay in March while waiting for my flight.

What's up w/ the Korean mail censorship. My 6166 came back in A Korean envelop w/ Korean writing all over it. I asked a coworker about it and she said it was censored to make sure that the contents were genuine. Why is it necessary to censor a letter from the US government?

My immediate response: "What? We need to get this form notorized?"

This sounded like yet another problem that could crop up, so I once more called up the tax help guys in Seoul. They told me it'd be fine if my 6166 is not notorized. My monkey wrench was the fact I had the IRS send my 6166 to my sister's pad first, as back when I applied for it, I wasn't sure I'd still be working at my digs this late in the game, and then she would send it on to me in a DHL overnight envelope. The counselor I talked to told me it would be accepted by the tax office, even if I opened the original envelope. No notarization required.

18 days to go.
