Foreign teachers regularly complain of poor treatment from hagwons, such as misrepresented contracts and tax and health insurance fraud.

Hagwon owners also oppose any changes to the current visa rules that could undermine their power over foreign teachers.
The government has said it is considering changing the E-2 visa system, under which teachers are effectively indentured to schools that act as their visa sponsors. To change employer a teacher must get a letter of release from their school and leave the country on a "visa run".

The issue is not the tax amount, but the amount being charged to teachers.

A lot of academies charge a higher % and pocket the difference.

Yes 3.3% is too much. Foreigners receive a tax exemption on 30% of their income. Any Hagwon taking 3.3% is being dishonest. This year I will receive every won I paid in tax back (having a credit card spend over w5,000,000 helped).

If you are going to steal from me at least make it a worhwhile amount stealing 3.3% is an insult.

back on topic... it would be amazing if this were to happen. i think we'd soon see more foreigners coming and staying longer in korea, mainly because it's not such a crapshoot anymore (you can fix your situation easily), and hagwon owners and public schools would treat us better as well. many hagwons would go under or be forced to follow the law.

Watch the hagwon owners organize demonstration to suppress passing this law by setting themselves on fire, ripping up pigs, shooting sling-shots, etc.

Question is, change the E-2 visa system to what, exactly? If they are thinking of making it closer to the Japanese system, then great. But if not... Confused The devil you know, and all that...
