Why would we take out minority murders?

Who knows how many murders are not properly investigated and labeled as a suicide. Korea, generally, seems to be a safe place. I don't feel threatened over here, but I don't trust the justice system here at all.
I hear it is very anti-foreigner.

Plus, in some places, infanticide(defined as the killing of a baby by its mother some time before a specified cut-off point) is classified as a separate and less serious crime than murder.

I believe that's the case in Canada. Not sure about Korea, but it's just one example of how the definition of murder might not be uniform across national borders.

Because obviously no other countries have groups they'd prefer to exclude from certain statistics.
