Certainly the guy is insane. But, surely carrying a knife around implies pre-meditation? Why carry a large knife around if you are not thinking at all of using it? Or, pick up the knife and think there might be a chance of using it.
I'd say he knew beforehand something was going to happen = pre-meditated murder.
He should be pre-released from life. Give the tax money saved to innocent starving children. |

I lived in Winnipeg when this happened. This guy should be locked up in a solitary jail cell for the rest of his life. |
