Im hoping to start a PS job in June being in korea for the first time and i had a few questions regarding the form:

1. Applicant's address during the calender year, for certification is requested, including country and zip or postal code.

I'll still be in the US for another couple months. Do i put in my home address since i dont have an address in korea as of yet?

2. Calender year for which certification is requested?

Here, do i write in2008 or 2009? What if i plan to stay for 2 years?

My understanding is that you are requesting certification that you are a US taxpayer, so you should request the most recent year that you were a tax payer in the US. Since you have not filed '09 taxes and you are still in the US I would presume you would ask for '08.
