Not sure about electricity, but if you want your gas back, just go outside your unit and flip the handle to your unit. This is legal and you'll have your hot water and floor back.
Another crazy thing that happened with me and the gas company is that I never opened the door for them or wasn't home when they would want check the gas lines to my unit. I received a pink slip and tried to connect with them. There was miscommunication and they switched off my gas.
Obviously, Korea is pretty picky when it comes to preventing gas disasters and explosions.
If strange Koreans come knocking at your door, its possibly the gas company. Call a Korean friend or your boss if you aren't able to communicate with them to see who they are.

You sound like a newbie Shawner but we know you were on Geoje Island before, where leaving the tap a bit open to prevent freezing isn't much necessary, eh? Do you miss the weather on the island?
Today was the fifth day in a row with blue sky and continued above-zero temperatures. A bit chilly. But no brrrr.
In my shorts I visited my neighbour.  |

| Hell, my water went off today about noon...I'd been running water...apparently the water pump for my dump is frozen and being new year's, no one is around to fix it. One of the locals says it's the coldest winter since the Korean War! |
