Well if you do what I did, the mastercard is a debit card. If people paid you, the money would be credited to your korean account.
It was tricky setting up, but I did get it to work. The only really hard part that remains is if you do use that credit card to buy something online through paypal, and it ask for yoru address.
When the people set up the account they write it in korean and most websites cant accept korean charaters. But if you have a verified NA address you can just use that address. You do that paypal thing where it generates a instant 1 time or multi use online number. |

That sounds like an awesome way to send money back home with pay pal. I tried with a Korean Pay Pal account, but I, too, was stuck at the National ID problem.
I have an account at Puan Bank, but don't have a Visa or Matercard debit card (just a normal ATM card). Is it easy to change my card to a Matercard or Visa debit or will I have to jump through many hoops as you seem to do with everything else in Korea? |

I guess that depends on the bank and there policies. As well as your visa type.
If you are E-2 some banks may say can't do. Mine tried telling me that. To get a visa/mastercard they gave me a secured visa card starting at 1,000,000 or more you deposit.
After 1 year you get 3% intrest. Thats the tricky part though as they want to issue these cards for people at least staying for one year. If you communicate well though they may bypass that.
Also if you add funds to it monthly you can get intrest as if it was in a savings account monthly. |

We recently decided that we wanted a Visa card to use on iTunes and to pay my fiance's student loans (the typical Maestro debit card issued by KB would not work online). We thought having a Visa would fix this issue, and we were told to get one at Korea Exchange Bank (KEB). We now have the card, but are still receiving errors when we attempt to use it on both iTunes and Paypal.
Does anyone know what the issue may be? Has anyone had this problem? Thanks... |

Is your KEB card activated for international use? I opened an account there and received a Visa card but in the corner it says "For use in Korea only" or something like that. So that card does not work with paypal. I tried. I think KEB also has a visa that you can use abroad ( or on international sites or via paypal)
I have a Visa Woori card that I had to have activated for use abroad. When it's not activated I can only use it in Korean stores. When it is activated I can buy things on paypal, I can buy things on US sites without paypal (just like a credit card) and I can withdraw money from the ATM on the military bases here.
Maybe you need to check with your bank. |

No problem. Just one thing I need to tell you about that. You need to "designate" KEB as your bank for international transactions. That means you need to go and sign a form etc. But that also means you can only use one bank to send money home as well, and if that's not KEB right now I think it has to be if you're going to use that card.
Actually when I opened my KEB account ( that I never used) they took it upon themselves to "undesignate" my other bank, and designate themselves as my "international bank".
If you only use KEB that shouldn't be a probelm, but if you have more than one account just check that they've done the right thing. Took me a lot of hassle, many phone calls and many trips to the bank to sort it out.
Also I think this designation thing is only valid for 6 months at a time (at Woori anyway) so you may need to sign new forms every 6 months. |

I just tried to register a Korean bank account to my payPal and ran across the same problemn as others here with my ID #. it is really annoying. I can't seem to get a debit card either as I think they are not available if you are based here. That doesn't make sense but....
I have no other PP account so now stuck with money I can't withdraw. |

I really don't understand the problem all of you guys are having. I literally just set up a new PayPal a week or so ago and linked it to my Korean bank account via my debt card I have through Shinhan bank.
I didn't need an ARC or a Korean friend or anything. It took my like 5 minutes to set up. Not a problem.
To be clear, I'm using PayPal as like a facilitator for my Korean debt card. I'm not actually putting money into that PayPal account. |

You didn't link it to your bank account. You linked it to a visa number.
Foriegners cannot link a paypal directly to a bank account. Doing so requires you enter your ARC. |

No.
If you link a credit or debit card that can be used online, you don't need it. But to connect your actual bank account to it you still need an ID number and they won't take foreign ones. |

please explain how you got past the national ID problem we are all experiencing.
when i try put mine in, it says you did not enter your national ID number correctly, please try again.
am i being the biggest idiot in the world or is this a problem for most of you guys |

I have two pay pal accounts. One linked to my Korean bank account and one to my Canadian one.
I've withdrawn from both.
Set them both up with their respective credit cards. |
