So where have you met English-speaking Koreans on a regular basis? They don't have to be perfect English speakers, but good enough to have a conversation. Any specific places in Seoul to hang out / chat with them? |

Hang out at the bars/clubs near the universities. Many Korean students can speak decent English and are more willing to converse to improve their English. |

In Seoul, finding Koreans who speak English, is like shooting fish in a barrel. It is pretty easy. Making friends...well..that is really up to you.
If you do not have any adult students (and their friends), you could always meet people the usual ways such as through clubs. I met a bunch of nice, interesting Koreans at the International Zen Center at Hwa Gye Sa near Suyu station. There are many other possibilites too. Check out a newspaper or magazine and see what is happening and make friends.

Starbucks or any chain coffee shop in the major uni areas, Jongno, Gangnam. Friendship is whole other story though. |

I had one many, many years ago. I swear it was because the Korean owner was either too cheap or lazy to add any sort of salsa on it. So instead of lettice and salsa, you got kimchi. Instead of seasoned meat, you got bulgogi. Tasted horrific. I'm hoping they've improved on it since then. |
