One could only wish they would. There is one problem with that. If only qualified teachers were eligible, there would be a drastic shortage of native English speakers in Korea. To get qualified teachers, they would have to be willing to pay far more like 4 million won a month and offer greater job security. But it seems like the vast majority of hakwons (99%) are not willing to do this.

I agree that there are cultural considerations, Lord Snapcase, though personally I've found Confucianism less of a problem in Korean work life than in Korean social life. Certainly the hagwon owner shouldn't allow a situation where allergies could be allowed to break out!

I like Bobster's list--no reasons for a midnight run I disagree with there.
