I have a 1999 Daewoo Matiz for sale. It has 180,000 km on the engine but works like a top. Doesn't burn any oil...no immediate problems....Just had an oil change (every 5000km's) and checkup and it's ready for another 5000 km's.
Here's the catch....When I bought the car, it had 1,200,000 won in tickets. I never paid off the old tickets from the previous owner. I only paid the tickets I got from the time I bought the car. So...if you want the car free of charge...(up front)....TAKE IT!!
I just bought a brand new car yesterday and now i'm trying to sell the old one. Additional money exchange is negotiable...
If you want the car, just take it (FREE OF ANY EXTRA CHARGE) and YOU pay the tickets (or DON'T...like i did). There is no trick here. If you want a good car now that you don't have to pay for until you see fit to do so....give me a call.

I don't think he's allowed to transfer the sale of it until the tickets are paid.
Of course, without ownership transfer, if you pay for it or take it, he can always claim it was stolen later and get it back (after he pays the tickets). |

This is news to me. How can you have 1.2 million won in tickets when buying a car? I am from America, and I thought when you got a ticket that the ticket was connected with the person and not the car.
Are we talking about a different kind of ticket? |

Each ticket needs to be paid in the district it was recieved. If you got a ticket in Seoul, you'll have to pay in Seoul. If you got a ticket in Seongnam or Ilsan, you'll have to go to those places (district offices) to pay for those tickets.
That's why the OP wants to get rid of the car.
I'd steer clear of this car. |

While the tix aren't necessarily the problem, clear ownership is... You don't actually have to go to each individual city or Gu office that you received tix from, just get their bank acct number and wire money to take care of the tix...It takes about 10-15 mins of phone calls and an ATM machine...
The real problem is how did the OP get the car in the first place with 1.2 mill worth of tix...I'm also guessing that registration papers weren't properly exchanged from the 1st owner to this owner...That also explains how the OP got their new car, since you can't register a new car if you have outstanding tix on an existing car in your name...
Tix are registered to the car (license plate), and unless the plates come up clean, those tix follow both the car, and consquently the registered owner of said plates... |

Why don't all you people who are not interested in the car shut the hell up when you know nothing about it. It's the reason I hate this site. Lot's of opinions....no knowlege or backing for your claims.
1. the tickets go with the car...not the owner
2. Yes you can buy the car without paying the tickets....how the hell do you think I bought it? |

You hate the site because there are the ignorant, who might take it up the arse with your sale, and the informed who try to share their knowledge?
Yes, tickets follow the plate. I don't see though how you could have bought the car without them being cleared. When I sold my car I had to pay for the tickets. |

Technically, you're right, sort of.
The problem is that you can't sell the car without the tickets being paid off -- which is what the OP is trying to do here. I have no idea how you bought the car with a ton of outstanding tickets -- the previous owner would have had to pay them off before selling it to you.
Obviously this isn't a clear-cut sale, so why are you averse to having some questions thrown around? Unless, of course, this isn't 100% legit...
Actually, I pursued an almost identical deal on dave's a few years ago. I got insurance for the car in question and went to city hall to square up the tickets. It turns out that instead of the few hundred thousand won that was promised, it turned out to be a few million. I said no, canceled the insurance, and went on my marry way. The owner decided to ditch the car and leave the country. About 6 months later, the city gov't starts hassling me for the ticket money because my name was the last one they could find (because I insured it). In the end I had to repeatedly tell them to go stuff it... and finally I think they got the message.
So anyways, there IS potential risk to the buyer here, hence the discussion. If you don't like it, why don't you just post your ad on Craigslist or something and see if there are any takers. |

When I bought the car, the girl I bought it from was leaving for Canada the next day and the vehicle registration office allowed me to take responsibility for the tickets. So I simply deducted the price of the tickets from the price of the car and gave her the difference...The car is legally registered and insured.
It is possible to transfer ownership of the car without paying for the tickets in advance. The new owner simply has to sign off for taking on the responsibility.
Anyway, I got a call and the car was sold this morning so you guys no longer need to worry about it. Thanks everyone for all your help and valuable insight. I learned a lot.. |

What he said is true about "taking responsibilty" for the tickets (you assume responsibility for them as if they were your own).
That takes somes convincing on your part with the public office however and is not simple as the OP stated. The only problem with that is, there is already a lien placed on the car and it can be taken at any time at the discretion of the p.o./police until those tickets are paid off.
Been there, done that. |

I normally stay clear of crap like this on this site.. but I just thought I would like to throw in my personal experience. I have owned 2 cars so far in Korea, so I know what I am talking about... (since I had a similar issue with my first car)
When you go to hand over ownership, they do a check on outstanding fines.... so if you dont take care of tickets then at that point you cant get the car in your name legally. End of story!
Of course the OP did 'buy' the car... but not in any way 'legally'.
Just my 2 cents. |

a lot of kilometers on the car, but it's still a good deal for 1.2 assuming that is the total of the tickets, and the car is mechanically sound.
I've been looking around for myself recently and you won't find a Matiz on Encar of that age for less than 1.6m. Encar is a bit pricey but it's also a fair guideline, give or take 10%. |
