Ok.
This is pretty complicated so i'll keep it short but full of facts.
My friend visited me on a tourist visa and became interested in Korea.
My hagwon boss said he could do a sort of volunteer month while his visa was being processed to give him some experience and see if my boss wanted to hire him.
Basically, after my friend spoke to some other teachers at a different hagwon he decided he wanted to move to a public school and so quit -he didn't receive any money. Then last week some immigration police came looking for him at the hagwon because the visa application hadn't been cancelled. i pretended i didn't know where he had gone in order to give him a heads up. His visa expires next week and he's scared he'll get detained if he tries to leave.
Today my boss said "oh, there's a special month now where illegals can leave and won't get fined because they're trying to get rid of them all"
this "special month" seems a bit dodgy but i can't work out his motivation for lying. He's already been fined for it so was just wondering.

They do occassionally have an amnesty period whereby illegals can leave the country without penality. You'd have to get details from immigration as to when the next one will be and what exactly if any are the reprecussions. Might also have to be careful about how you broach topic with immi. Not much help, but all I've got |

You'd have to get details from immigration as to when the next one will be and what exactly if any are the reprecussions. Might also have to be careful about how you broach topic with immi. Sounds like someone is a crafty bastard to me.
We've had one amnesty period that I'd heard of (in my 7+ years here) and that was publicized.
If there's currently an amnesty period going on, this is the first i've heard of it. |

I'd suggest your friend call immigration and talk to them about it. Tell them there was a mix up, and he wants to know how to legally work this out. |

I don't think the full story is being told here. How did the hagwon get fined if they didn't get caught? The story has it that the friend left the hagwon to work at a public school. So, how did the police find out about this?

It's illegal to get paid for volunteering at a hagwon, IF YOU KNOW WHAT I MEAN.
BTW, how did Immigration find out about his "volunteering" at the hogwan? Could it have been the owner tipping them off so he didn't have to pay him for, ahem, VOLUNTEERING?
