That's EXACTLY what they did. The upper church hierarchy knew about it for years, and instead getting rid of them, they just moved the perverts around to new locations where they could start afresh. Literally. They issued internal policies to priests NOT to talk about these cases, and to say that discipline would only be dealt with internally and in secret. As a result, there was no effective sanctioning of these pedophiles at all.

The abuse has gone on since at least the 1930s in Ireland, as far back as records and interviews with victims can show. And who knows how long it went on before then? The pedophiles from the 1930s had to learn their hobby from someone, they didn't just dream it up on their own.

Not only did the higher church hierarchy hide the abuse, but frequently pedophiles were able to move up into higher positions in the hierarchy themselves, further strengthening their control over the whole organization.

There are other religious groups and organizations that have had pedophiles in them, but nowhere was the pedophilia so widespread, systematic and well-organized as in the Catholic church. The organization set up "charities" specifically for the purpose of housing (read: segregating and isolating) juvenile delinquents and the unwanted children of society so that they could be abused in secret.

Why else, when all of this has finally been revealed, would the Catholic church first claim that their victims were liars and just wanted compensation money? Because the Catholic church doesn't want anybody to know what they are really up to. The average churchgoer has been duped into believing their lies for centuries, so now they are in psychological denial about what their "church" is really all about.
