If I am hired by SMOE and then I complete my TESOL will I immediately receive a raise?

Not always, but in most cases yes. usually it is supposed to be within 30 days of completing your certificate program.

I was under the impression that once you've signed your contract you are stuck at that pay rate until the next contract year. So even if you complete your TESOL within your contracted year you won't receive your pay raise until your next new contract year. Is this still correct?

Some schools do follow this policy, however, according to the contract most people follow it states that the raise will be given within thirty days of completing a course. I have heard and seen people who were in both situations you have mentioned.

I haven't seen the SMOE contract, but the Sept. 2009 EPIK contract has had a clause added to the effect that qualifying for another pay level will not result in a raise during the contract i.e. one's pay is 'frozen' for the duration.
