Having spent the last several summers in Thailand during this period, I can say that the weather is better in the Gulf of Thailand at that time.

It can be hit or miss. I know I have been stuck in some serious downpours in Phuket in July! The sun comes out though. Personally, I like the rain. It cools things down and cleans the filth from the streets. I just duck into a bar or restaurant and sip on a cold one while waiting it out.

In July Surat Thani (Near Samui) gets 145 mm rain for the month. Phuket gets 265 mm rain. The Thai Gulf side would be your best bet for July.
Koh Pha Ngan is more relaxed that Samui, it may have what you are looking for in Lanta.

Speaking of the Andaman side, you should also consider the Tarutao Islands. Those are in the extreme south and may not be so wet in early August.
